Local Rules

Mobile Billboard Rules in San Diego

Short version: no San Diego ban on mobile billboards was found. Standard traffic and parking rules apply.

State law: Vehicle Code 21100(m) lets cities regulate 'mobile billboard advertising displays' (signs on non-motorized trailers, devices or bikes, per VC 395.5). VC 21100(p) lets cities regulate advertising signs on motor vehicles parked or left standing on a public street, including move-after-a-set-time rules; signs painted on or permanently affixed within the vehicle's outline are exempt. Whether truck-mounted LED screens count as 'permanently affixed' is not spelled out, so parking a truck to display ads is the main legal risk; driving a route is not banned by state law. City: no San Diego ordinance specific to mobile billboards was found in the San Diego Municipal Code. SDMC 86.0139 bars oversized vehicles (over 27 ft long and over 7 ft high, trailers included) and all non-motorized vehicles/trailers from parking on public streets 2–6 a.m. and within 50 ft of an intersection at any time. SDPD guidance also limits on-street parking to 72 consecutive hours. Surrounding cities in the county may have their own rules.

Your operator plans the route, parking and timing around these rules and any event-day restrictions.

FAQ

Mobile Billboard Advertising in San Diego: Questions

Are mobile billboard trucks legal in San Diego?
Yes. Driving a route is the usual format, and your operator plans around local parking and event-day rules. This is a plain-English summary, not legal advice.
Can a mobile billboard truck run around Petco Park and the Gaslamp on Padres game days?
No San Diego ordinance specific to mobile billboards was found, so standard traffic and parking rules apply. Downtown sees heavy congestion and event-day traffic control around Petco Park, which can slow a route. A large truck must also follow SDMC 86.0139, which bars oversized vehicles from parking within 50 ft of an intersection.
Can a truck circulate near the Convention Center during Comic-Con?
Comic-Con brings very heavy traffic and lane and street closures to Harbor Drive and the surrounding downtown blocks. Trucks are subject to the same traffic controls as any other vehicle, so routes and timing should be planned around the closures.
How much does mobile billboard advertising cost in San Diego?
On Legion-built trucks, shared monthly routes typically run $995 to $3,495 per 4-week cycle depending on rotation frequency, and exclusive takeovers run about $800 for 2 hours, $1,400 for 4 hours and $2,500 for 8 hours. Event campaigns are quoted per event. The operator serving your area confirms exact pricing.
Who runs the truck for a San Diego campaign?
Campaigns run through operators in the Legion network. Your request is matched by campaign ZIP code to an operator who serves the San Diego area, and that operator confirms availability, the route and your creative.
How do I know my ad actually ran?
Legion trucks run ScreenFleet, which logs every ad play with a timestamp and the truck’s GPS location. Your delivery report is built from that proof-of-play data.
