A car-dependent, multi-centered metro where drivers spend long stretches on surface boulevards like Wilshire, Sunset and Ventura. Entertainment premieres, pro sports and convention traffic add dense, predictable crowds. Here’s where a digital billboard truck earns its keep in Los Angeles, what it costs, and the local rules.
Routes work best when they repeat through a focused zone. These are the Los Angeles areas we’d look at first, and the format that tends to fit each.

State law: Vehicle Code 21100(m) lets cities regulate 'mobile billboard advertising displays' (signs on non-motorized trailers, devices or bikes, per VC 395.5). VC 21100(p) lets cities regulate advertising signs on motor vehicles parked or left standing on a public street, including move-after-a-set-time rules; signs painted on or permanently affixed within the vehicle's outline are exempt. Whether truck-mounted LED screens count as 'permanently affixed' is not spelled out, so parking a truck to display ads is the main legal risk; driving a route is not banned by state law. City: LAMC 87.53 bans parking a mobile billboard advertising display (trailer, bike or other non-motorized sign carrier) on any public street or public land; repeat offenses are a misdemeanor ($250–$1,000 fine and/or up to six months). LAMC 87.54 allows signs on motor vehicles only if they are painted on or permanently affixed and stay within the vehicle's dimensions; vehicles made unsafe by signs can be impounded. The Ninth Circuit upheld both in Lone Star Security & Video v. City of Los Angeles (2016). In the metro, West Hollywood (WHMC 11.44.020) bans mobile billboard advertising on its streets outright. Santa Monica, Pasadena and other cities have their own codes.
Your operator plans the route, parking and timing around these rules and any event-day restrictions.
