Mobile Billboard Advertising in New York City: What’s Allowed

The densest pedestrian market in the US, with heavy foot traffic in Midtown and Lower Manhattan. However, city traffic rules prohibit vehicles operated or parked mainly for commercial advertising, so any truck-based campaign inside the five boroughs needs a compliance review first. This page covers the rule and the campaigns that still work.

Who It Works For

New York City Businesses That Get the Most From a Moving Billboard

  • Retail and restaurant openings: very high foot traffic, but plan around the city's advertising-vehicle rule
  • Event and venue promoters: arenas and stadiums draw large crowds on event days
  • Brands running campaigns across the NJ/Westchester/Long Island suburbs, where an operator may legally reach commuters
  • Advertisers using TLC-licensed taxi or rideshare-top screens, which city rules expressly allow
Local Rules

Mobile Billboard Rules in New York City

Short version: third-party advertising trucks are restricted in New York City.

Restricted. NYC Traffic Rules 34 RCNY 4-12(j)(1) say no person shall operate, stand or park a vehicle on any street for the purpose of commercial advertising. Exceptions: a business's own vehicle used for normal deliveries may carry its name, but not on the roof and not illuminated, reflective or animated; TLC-licensed taxis may carry ads under TLC rules; DOT-franchised buses and Sanitation vehicles may carry ads. A violation is a traffic infraction. Under NY VTL 1800(b), fines are up to $150 for a first offense, $300 for a second within 18 months and $450 for a third, plus possible jail. City Council bills to codify a moving-billboard ban with a $500 civil penalty (Int 0075-2022, Int 0541-2024) were filed without passing, so the DOT rule is the operative ban. NY State separately banned digital billboard boats in 2019. NYC also limits idling to 3 minutes (1 minute next to schools) under Admin Code 24-163.

Your operator plans the route, parking and timing around these rules and any event-day restrictions.

FAQ

Mobile Billboard Advertising in New York City: Questions

Are mobile billboard trucks legal in New York City?
Not inside city limits for third-party ads. Campaigns aimed at these customers run in nearby cities or on private property instead. This is a plain-English summary, not legal advice.
Can a digital billboard truck drive around Times Square?
Generally no. NYC Traffic Rule 34 RCNY 4-12(j) prohibits operating, standing or parking a vehicle on city streets for the purpose of commercial advertising, and violations are traffic infractions. Advertisers should get a compliance review before booking any truck route in the five boroughs.
Are there any exceptions to New York City's advertising-vehicle rule?
Yes, but they are narrow. A business's own delivery or work vehicle can carry its name if the sign is not lit, reflective, animated or on the roof. TLC-licensed taxis and for-hire vehicles can carry ads under TLC rules, and franchised buses and Sanitation vehicles are also exempt.
How much does mobile billboard advertising cost in New York City?
On Legion-built trucks, shared monthly routes typically run $995 to $3,495 per 4-week cycle depending on rotation frequency, and exclusive takeovers run about $800 for 2 hours, $1,400 for 4 hours and $2,500 for 8 hours. Event campaigns are quoted per event. The operator serving your area confirms exact pricing.
Who runs the truck for a New York City campaign?
Campaigns run through operators in the Legion network. Your request is matched by campaign ZIP code to an operator who serves the New York City area, and that operator confirms availability, the route and your creative.
How do I know my ad actually ran?
Legion trucks run ScreenFleet, which logs every ad play with a timestamp and the truck’s GPS location. Your delivery report is built from that proof-of-play data.
